It is a real fact that centuries ago, the world could survive without a policeman but it is impossible in the present era of nuclear bombs, nerve gas, biological weapons and long-range missiles.

The international system is the same as our own neighborhood, except that predators from a foreign country are far more hazardous than ordinary robbers, rapists and murderers for in such a situation the world community requires an effective police force to meet it. (more…)
